2025 Bond Bank Medians

The annual Vermont Bond Bank Financial Medians are now available!

These benchmarks are the only Vermont-specific source of financial bench-marking data available to governmental units across the state.
 
This year's data, based on 2024 financial data, indicates steady for governmental activities with predictably lower levels of cash on hand as federal funds are spent down. Debt levels have increased alongside increased costs and projects that were put on hold following the pandemic. 

Ratios for water / sewer enterprises indicate that they are rebounding from the weakening observed in the prior two years. Reserves, liquidity, and debt service coverage ratio medians all demonstrated improvement.

School ratios were unchanged given minimal school construction activities and as potential policy changes are considered by the General Assembly. 

The medians include cohort specific ratios for municipalities with populations between 2,000 and 6,000 and over 6,000. Full observations are included within the report as well as comparisons to national benchmarks.
