Pooled Loan Program
The Pooled Loan Program is the Bond Bank’s flagship program. It finances capital projects undertaken by towns, villages, cities, school districts and other districts throughout Vermont. For over 50 years, the Bond Bank has used this program to make low-cost governmental loans.
State Revolving Fund
The Clean Water and Drinking Water State Revolving Funds (SRF) provide below market rate loans for related infrastructure and natural resource conservation projects across Vermont. The Bond Bank jointly administers the SRF Program with the Vermont Department of Environmental Conservation (DEC).
Municipal Climate Recovery Fund
The Municipal Climate Recovery Fund (MCRF) is designed to provide municipal budgetary relief in the flood recovery effort by lowering the costs of borrowing to bridge FEMA reimbursement or otherwise pay for the many unexpected costs of the extreme weather.
Energy Efficiency and Renewable Energy Program
This program provides low cost and flexible loans for energy efficiency and renewable energy projects. Loans may be secured by either a general obligation or subject to annual appropriation.
Housing Infrastructure Loan Program
The purpose of the Fund is to provide low-cost and flexible capital for municipalities to extend and increase the capacity of water, sewer, transportation, and other public infrastructure where a lack of capacity or extension is a barrier to new housing development.
